DVD Play stuttering every minute

hi, i wanted to play a LEGAL dvd, not scratched! and while playing it it starts nearly every minute to delaystutter playback for about 3-5 seconds and continues and repeats. im on win10, have a 2 year old hardware, myblu ray player is flawless, normal cds, dvds etc. are read without problems. only dvd play is problematic. any ideas?

Please follow instructions to produce a log file.
In vlc click Tools ---> Messages. Set Verbosity at the bottom to "2". Leave it on the screen and then play the problematic dvd.
When it finishes go to the Messages window and copy everything (hit CTRL + A to highlight and then right click / copy). Go to
