When I use a hotkey to do an action, with some hotkeys text or icons pop up in the top right corner of the video area, for example "Next frame", "Crop: 16:9"... Is there a way to disable this?

I think you're referring to Windows tooltips. If you have that enabled it affects the way vlc and other applications work.
Instructions to disable it:

No, I'm not talking about tooltips. I'm talking about when I press E on the keyboard while a video is playing, in the upper right corner of the video stream a 80-100px tall text saying "Next frame" in white with a black outline appears for about 1 sec.
It can be annoying when I'm skipping frames while observing a detail in the upper right corner area of the video.

You can disable OSD in VLC preferences: Tools > Preferences > Subtitles/OSD cone tab: [ ] Enable On Screen Display (OSD)

That did the trick, thanks
