VLC 4.0.0 dev issues

First, I tried with vlc-3.0.11-win64-a3c218f1.zip but it didn't open any HEIC file.
Then I tried with vlc-4.0.0-dev-win64-c98b8e88.7z, deleted the whole %APPDATA%\VLC folder, but it just doesn't run properly on my Windows 8.1 machine. I got an unusable small window (like Ctrl+H mode) without any menus nor controls which doesn't react to mouse right click either:

Then there's a windows issue with decoder again.
4.0 only feature.

Sorry, I wasn't clear enough, but I didn't even try to open any files because it's VLC which doesn't run properly on my Windows 8.1 machine. I just couldn't do anything at all.
I've just tried on my Windows 10 laptop and I got this strange window, I'm not sure if it's expected or not since it's the first time I'm using a v4.0.0 since march 2019:

4.0 is qtquick based and accelerated. I wouldn't be surprised it fails on some configs

BTW, all shares and discovery services are disabled by default on my computers, and I'm not using the Windows default folders for video and music storage.
And on Windows 10 it looks like after playing a file it always falls back to the media library. There is no way to open it as a "normal" player with an empty window like it was before ?

So I've checked these preferences:
Use Media Library is unticked
Docked Playlist is unticked
And the default view when running VLC still forces me to use this media browser.
I have deleted the ML folder in %APPDATA% but it's always recreated each time I run VLC.
Why is it doing this ?
How can I have a "passive" VLC not trying to browse anything when I run it ? Just like it has always been.

It doesn't run.
I see the window flashing quickly then it vanishes and I get a command prompt window telling me to use -I qt if the GUI is not working.
What I did, without any success. The process hangs and I have to kill it. It doesn't even have an icon in the task manager although it has one in Explorer.
Log without -I qt because with it I just got an empty log:

For your information:
We have issues on your OS (or driver / graphic card, I don't know) to create some specific direct3D surfaces.
and my fallback doesn't work as I expected

Yes, the GeForce GT 720 is a very basic graphics card which is about 5 years old in an office desktop computer which is as old as the card.
But it's rock solid and perfect for office work, and I know many people who have similar computers and who also are VLC users. Some of them even still have 10-12 years old computers. They don't care much, it's just for typing letters, retrieving mails, playing old games and watching some videos.
You will lose a LOT of users if 5 years old computers can't run VLC anymore so I hope you'll find a fix for this.

About the UI: one of the effects of having the main menu on the right side is to make the recents list unreadable therefore useless:
Also notice that in v3.x the "file:///" bit is not displayed which is saving some room for the item name.

A major annoyance about the UI: after playing a video, the VLC window keeps the size used for the playback of the video, it does not return to its original size like v3 does.
Very very very annoying, especially with a window taking the whole screen.
Another issue, this sample crashes VLC:

Runtime error:
Same result with the Intel HD 630 and the Nvidia GTX 1050. Same result with OpenGL. Same result if I disable hardware acceleration.
It's playing fine with other players including FFplay, MPC-HC is even playing it with hardware acceleration.
Notice that this file is a sample, a binary cut. Other HEVC 10-bit files are playing fine.
Or is it because of the audio ? :

Hi,
Regarding the win8 issue, I've have some locals fixes regarding this, but I'm not sure whether it actually fixes the issue in your case. It's a bit hard to access Win8 hardware right now.
Regarding the menu, this is a known issue. There is some ongoing work on the menus (we'll probably switch back to native menus). this should be fixed along with it.
Regarding the resize policy, I didn't noticed the regression, thanks for the report, this shouldn't be too hard to fix.
Regarding your assertion, this looks like an issue with the matroska library. can you open a bug report?

I tried using the V4 64-bit Windows nightly build, (vlc-4.0.0-dev-win64-82b51438.msi), but get this error during installation:

I then tried using the EXE installer, (vlc-4.0.0-dev-win64-82b51438.exe, rather than MSI installer), and this does install correctly.
