Moved from VLC 32-bit to 64 a while back, and since then upgrading VLC resets all the preferences and plugins.

This was mentioned here but with no solution: https://forum.videolan.org/viewtopic.php?t=144688#p474801

Edit: backing up "vlcrc" in appdata retains most (not all) settings, but also resets the saved playlists under Media Library when upgrading.
