H264 file cannot be opened in 3.0.8 vetinari

I cannot open h264 file in vlc 3.0.8 vetinari
(This is only the video stream of another TS file. It can be opened and played in MediaPlayerLite but not in VLC)

I have uploaded debug log as well as the h264 file as follows

Same here, it doesn't play with VLC whilst it's playing fine with other players including FFplay.
Although the latter drops a lot of error messages:

However; when the same h264 stream is in a TS file, that TS file plays without any apparent issue in VLC.

I will try to open a ticket as you have suggested.
