VLC version 3.0.8. - Merging files fails: why?

I have scrupulously followed the instructions below, but I have not been able to join two mp3 files.
Why doesn't VLC work?
VLC does not create a single file, but makes a true copy of each file.
Why don't is merge them into one?
I await an answer as soon as possible.

Step 1: First of all, you should Launch VLC media player, then you click on "Media" menu, now click "Advance Open Files" from the menu.
Step 2: After that, you Click on "Add" button under the "File" tab, for add the files which you want to merge.
Then, you should go the Play button and click on "Convert" from the menu.

I have the SAME issue as well when trying to merge VIDEO files. I also ONLY get individual multiple "converted" files and do NOT get a SINGLE "converted" merged file. NO ONE here knows the answer? ANYONE???

As per the official documentation vlc is not a suitable medium for merging video files (see the note under "Other options").

According to their forum merging two videos can be achieved by using the Opacity filter.
