Video wall will not start in proper monitor

I am trying to get a video to play on two monitors at startup, both in full screen, but I just get the video in two windows, how do I get the windows on the proper monitor via the vlc command line?
I am in windows 10 running vlc 3.0.8 64 bit
My command line
"C:\Program Files\VideoLAN\VLC\vlc.exe" --vout-filter=wall --wall-col=2 --wall-rows=1 --wall-active 0,1 --fullscreen --no-osd C:\Users\Video\Desktop\loop.mp4 --loop
