Using multiple monitors in windows 10 from the command line

I have a video that plays on a kiosk across three monitors, it boots and works ok in windows 7 with eyefinity from amd, that isnt availible for the upgraded computer I have on windows 10. so when I fullscreen vlc it only works for the size of the current screen not all 3.

I have tried to use the wallpaper mode, which supposedly is the best route but I must have that incorrect. I can split it into windows but that doesnt seem to allow me to place each window nor remove the frame.

What is the easiest way to do this?
