Security cams won't connect in Vlc

am trying to connect to security cams using Verizon Jetpack, which is a mobile wireless hotspot device, however I get this error message when trying to access the cams:
Connection failed:
VLC could not connect to "192.XXX.XXX.XXX:XXX".
Your input can't be opened:
VLC is unable to open the MRL 'rtsp://192.XXX.XXX.XXX:XXX/ch01/0'. Check the log for details.

The error log has this message:

I have no problem accessing the net with the Jetpack, and can view Youtube vids just fine, and it works like it should except for viewing the cams...if I use my home wireless, or an ethernet cable and Vlc, it works just fine, it just won't connect using the Jetpack...Verizon tech support didn't have any reason why the Jetpack doesn't work, anyone have any other ideas? I am using Vlc 3.0.8. I am using Win10 home, version 10.0.18363 build 18363

Your Security Cams use the IP-Adress 192.xxx.xxx.xxx in an Local Area Network and not the public Network (Internet).
Example for "Verizon Jetpack": - https://www.verizonwireless.com/internet-devices/verizon-jetpack-4g-lte-mobile-hotspot-ac791l/

The Parts from the VLC Log-File are for me a Bit confuse, because there is an "Sat>IP Error Message" included.

It is much better to show or add the full Log-File with Verbosity "Level 2 (debug)".
Menue / Tools / Messages / Verbosity Level 2 (debug).

First you could reset the Preferences in the VLC-Player.

Did you check the CAM-URL is the right one?
rtsp://192.XXX.XXX.XXX:XXX/ch01/0

Perhaps a Look in an IPCam Database for connecting the VLC-Player with IP-Cams can help to find the right Security Cam Link.

The error message sounds like the IP address is not syntactically valid. Make sure you got the numbers right.
