How do I use my ATSC receiver with VLC player?

I have a Happauge WinTV-HVR 850 receiver. I assume that all digital receivers internally use a standardized API interface (which is why the digital TV dialog in VLC only asks for a device number instead of the brand name of my receiver). Well I can't get it to work. I have set the frequency to be a frequency for a known digital TV station in my area, and left all advanced settings at default. Yet I keep getting the following error when I click the play button.
Digital broadcasting:
The selected digital tuner does not support the specified parameters.
Please check the preferences.
Your input can't be opened:
VLC is unable to open the MRL 'atsc://frequency=572310000'. Check the log for details.
And here's what the dialog box looks like just prior to me clicking the "Play" button.

What is going on here? That is the correct frequency for the ATSC pilot signal in physical channel 31 (used by digital channel 16.1 in my area). My frequency info for ATSC pilot frequencies was from this Wikipedia page. https://en.wikipedia.org/wiki/Television_channel_frequencies#UHF

Does digital TV reception not even work in VLC player? Or is this just on Windows versions of VLC player? Or is it a compatibility issue with my specific receiver (Happauge WinTV-HVR 850)? And yes, I do have the driver installed. I downloaded it from the official website for this product.
