Open VLC, press "Play", select "Disc", make sure that the drive-letter (Device name) is correct, hit OK, that should be it.

I type in C: D: dont what else to type in it just blinks and nothing i have a cd-rw drive D: is that not good enough

If you only have a CD/RW Drive you can't watch DVD's at all.
You need a DVD-Rom or a DVD-RW Drive.
