In Windows 10 1903 version, VLC 3.0.8 has not Eastern European (Windows 1250) subtitle if you want romanian diacritics.
If someone can help!!

Tools > Preferences > Subtitles/OSD: Default encoding [Eastern European (Windows-1250)]
Try UTF-8 or share your subtitle file you use. Otherwise I do not understand your problem.
