VLC 3.0.4 Full Screen Output only small Window

This used to work full screen to my 4K projector but today I tried to play some DCI 4K footage out to the projector and it's only displaying a small rectangle in the upper left corner of the projector screen.
The only way to get near full screen is to drag the VLC window to the projector display and exit full screen mode.
Preferences... full screen... //Display2 used to give me full screen output.
What am I doing wrong?
