VLC Will Not Properly Play This 8k File

When this 8k file is DL to a PC, it will not properly play it. After having all settings in 'Adjustments and Settings' disabled, it will not smoothly play when in fullscreen. It stutters. It will play smoothly while not in fullscreen. If any of the settings are enabled, it's a total disaster whether or not VLC is in fullscreen. https://www.youtube.com/watch?v=1La4QzGeaaQ
There are a few players that will smoothly play the file in fullscreen.

Can you prove your system is able to playback that codec in 8K ?

Yes, my system is able to play 8k. It plays it on YouTube in 8k mode flawlessly. As I mentioned earlier, it will play smoothly in fullscreen with some other players. The one that displays in the best quality is MPC-HD (x64). I'm pretty sure it's something with VLC.

Can you provide logs ?
To help you, we need
messages, to completely understand what your problems is.
To fix this, please be sure
before you start the playback to:
- Open: Tools -> Messages.
- Set Verbosity to 2
- Start playback to reproduce your issue
- Save text in a file or copy into clipboard
- Then paste the full resulting log here between [code]and[/code] (or use Pastebin.com if it's too long)
Also don't forget to name your
Operating System and provide the
VLC media player version.

Yes, the filters are CPU-only in 3.0 branch, so you will never be able to run them on 8k video.

I have two log files.
The first one is as follows: The log file size is too big even for Pastebin, so I had to break it into two files. The video was stuck like a picture, but the audio played throughout.

It updated to Version 3.8 Vetinari but the problem still exists. One thing I forgot to mention is that if something has an always on top feature and it can show over the player while the video is playing like the "Adjustments and Effects" dialog does, the video will play smoothly.
