How broadcast over the web using my IP and port a video ?

Hello 
i would ask how can i broadcast over the web what is happening on my desktop ?

2) here i selected "forward" : https://i.imgur.com/mV4tTWf.png

but if i go on other computer and i type: https://i.imgur.com/s3orATU.png and i click on "play" appear "vlc is unable to open the MRL".
How can i do ?
