No Video Playback for HEVC files(Audio works fine)

Issue:
No video playback for HEVC videos but I am seeing a grey screen when playback starts and audio works just fine. I'm using VLC(3.0.7.1)).
My PC specs are GTX 1080Ti with latest nvidia drivers and am using the latest version of Windows 10 x64. I have a Haswell-E i7 5930k @ 4.2ghz with 16GB DDR4 ram.
I have 2 pastebins here(Verbosity 2). the first one is with default VLC settings. The 2nd one is after I changed video settings to d3d11 through the method below.
Tools -> Preferences -> Video
Output = D3D11
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration
Under codec information, it shows for Stream 0 - Type : Video, Codec : MPEG-H Part2/HEVC (H.265) (hevc)
I have another video that does not play video but only plays audio. That one shows the same : Stream 0 - Type : Video, Codec : MPEG-H Part2/HEVC (H.265) (hevc)

Troubleshooting steps I have tried:
disabling Hardware acceleration
Output - Opengl for windows, Direct3d9, DirectX(DirectDraw)
setting VLC to use DXVA2:
Tools -> Preferences -> Video
Output = Direct3D 9
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0
Did the same with DXVA3 (d3d11 hardware decoding)
Tried the latest Nightly 4.X build.
Reinstalled latest GPU drivers with Driver Cleaner.
Installed older GPU drivers with Driver Cleaner
