Monitor turns black for 1-2 seconds when entering fullscreen/in fullscreen randomly.

First of all, my specs, my Windows version is Windows 10 v1809, I have a i7-8700k with 16GB of Ram+ 1080Ti GPU, I use a single monitor setup, 1920x1080p resolution. I have the latest version of VLC player 3.0.7.1 Vetinari at the time of the post.
The issue: when entering fullscreen and sometimes when fullscreen is active, quite randomly, my monitor turns black for 1-2 seconds.The issue becomes very noticable when you enter and leave fullscreen repeatedly.
I have had this issue in Firefox browser, when playing Youtube videos, but I fixed it by disabling all acceleration in settings.
Steps I've performed to fix the issue:
1.Changing video output to OpenGL.
2.Hardware accelerated decoding setting in input/codecs section Disabled.
3. Resetting preferences.
All drivers are up to date.
This issue persists through different file extensions like .flv .mp4
I searched the forum for similar issues like mine, only found one for which the recommendation was to disable HDR, I couldn't find ''HDR'' in VLC preferences whatsoever, nor search for ''dynamic range'' yielded any results.
Also I couldn't find ''Blank screens in fullscreen mode'' in all options, which was another recommendation in old post.
Any support on this matter would be appreciated.
