Cannot open a local network stream with VLC

I have two VLC sessions running...one is running an rtsp stream and the other is trying to play the same stream. The stream is running h265 4k picture. When I attempt to play the stream in a second instance of VLC I get sound, but no picture. The log from the second session is below. I'm not even sure where to start with those errors. I can successfully play a picture and audio in HDR 4k from a capture device from the command line as so:
...can anyone tell me what I need to do in order to play the local network stream? The plan is that once I have the stream running as I desire that I will use it as an IPTV server for NPVR to connect to.
