Spread the word, pin this post. There are errors in VLC which are crippling some of its most useful features. These issues are over a year old with no sign of progress.
Bottom line, save yourself some time and transition to alternatives of VLC.

In version 2.2.8 you were able to locally stream a webcam. All versions 3.0 and greater this is not possible.
