VLC 3.0.6 aspect ratio change regression

VLC 3.0.6 x64 on Windows x64 using D3D11

When an aspect ratio change occurs in a file, VLC either does nothing or crashes.
This is a regression as it was working fine in previous versions.
This is working fine with other players.

Samples (4:3 to 16:9):

The aspect ratio change works with the .PS file when using D3D9, the other ones don't.
In the .PS file the change occurs at about 2'58", so you can move forward to avoid the boring commercials.

I reopened issue https://trac.videolan.org/vlc/ticket/21329 to solve this issue.

OK, with VLC 3.0.7.1 the .MPG and the .TS samples are working fine with D3D11.
However, the sample-ar-change.ps sample is crashing VLC with D3D11, whilst it's working fine with D3D9.
