Full screen on second monitor uses resolution of the first one

I've searched throughout the Internet and we only have this post:

The thing is that I have been using always VLC with these settings, using DirectDraw and fullscreen on the second screen.
I've rarely seen this problem, but I remember one day, some years ago, suffering from this exact problem. The thing is that I don't remember how I solved it, maybe rebooting?
But I am using version 3.0.6 now in a Windows 10 laptop and it's scaling incorrectly. I connect to different screens sizes throughout the months so the solution that the first post proposed is not viable for me.
My laptop's resolution is 1366 x 768, and the other screens that I tried were set to 1920 x 1080, and 1024 x 768. Both scaling incorrectly to 1366 x 768, so the image is zoomed in or zoomed out, but not in full screen as I've just set it.
Could you help me? Do I submit a bug in the issue tracker?
