I make the motion blur a video on VLC and click Convert/Save, but the video does not have a motion blur effect after converting, only vlc can make this!

Motion blur effect question.
Hello!
I make the motion blur a video on VLC and click Convert/Save, but the video does not have a motion blur effect after converting, only vlc can make this!
