Unable to render from Windows to TV (Chromecast Built-In)

First things first:
Win10 Pro 1809
VLC 3.0.6 Vetinari
Chromecast Built-In 1.36.145507 (on a Philips 55PUS7303/12)

I'm trying to Render a video from my desktop to my TV like I've done to a Chromecast before (months ago) but I can't seem to get it working.
The TV shows the start of the video, freezes on a specific frame (always the same) and stays that way - although the timer of the video keeps running.
If I cast the same video with Windows Media Player, it seems to work flawlessly (casting a Browser-Tab isn't a problem either).

Has anyone ever run into a similar problem?
Or has any suggestions on how I may solve it?

Can you try VLC 3.0.7 from nightly builds, please?

Seems to work flawlessly :)
As I'm a bit under stress right now, I only tried the same "example"-file I used with every method I tried - but that one seems to work flawlessly!

And here I am again :)

Is there any reason for this to not work consistently?
The first time and some times after it seemed to work fine, but after that, the TV can't be found in the Render-list anymore.
(3.0.7 latest nightly)

2 questions in addition to this:
* Do I need to enable rendering of subtitles to the cast-destination somehow?
* Is 3.0.7 currently my stick-to-version or is 4.0.0 already worth giving a try?
