3.0.6: No Control Panel in XP-32 bit

I just upgraded the XP-32 bit 2.2.2 version with 3.0.6 32 bit. Now the control panel no longer appears after I double-click the left button to go full screen. Also the cursor immediately vanishes. Normally I wiggle my rodent and the cursor would appear as well as the control panel on the bottom of the screen. Now neither appears. If I left click, the cursor will appear, but no control panel. The right-click still brings up the sub-menu. It is a little tough to click the next chapter button when the control panel isn't there.
So much for the installation keeping the preferences. How do I fix this?
Side note: I upgraded from 3.0.3 on the Win7-64 bit box and it works as expected. But it has a separate issue and a separate posting because of it.

That might be a Windows XP specific issue... Please try to reset your preferences just to be sure, and if it still doesn't work, please open a ticket on
https://trac.videolan.org/vlc with as much details as possible, including the logs
To help you, we need
messages, to completely understand what your problems is.
To fix this, please be sure
before you start the playback to:
- Open: Tools -> Messages.
- Set Verbosity to 2
- Start playback to reproduce your issue
- Save text in a file or copy into clipboard
- Then paste the full resulting log here between
and
(or use Pastebin.com if it's too long)
Also don't forget to name your
Operating System and provide the
VLC media player version.

The text file gets created at the location I specified in the Save-As, but it is empty. Another bug.
So, in desperation I went into advanced preferences and set the logging there and that worked.
Here is the text file.
Notice that it complains about 8 plugins not being found. They are all there.
Ticket #21824 has been created.

For the 2nd time now I've gotten an e-mail notification that someone has responded to this thread and yet, when I open it, there is no reply. This time it is from Jean-Baptiste Kempf. What is going on?

I just upgraded the XP-32 bit 2.2.2 version with 3.0.6 32 bit on a Dell C610 Laptop. Now the control panel no longer appears. Just a Command Prompts box that accepts a list of typed in commands found by initially typing "help". What happened to the Control Panel? This now looks more like Windows 3.1. It's 2019 for heaven sakes. (I know, right? Why am I still using an old Windows XP Laptop? Well, It's worked well as a security camera interface for all these years, it's sole purpose in life these days. It's joined by a team of old cell phones strategically placed and plugged in to wall warts that all stream video to the router, all accessible by using a DNS service (or your current IP address) and the correct port number, remotely, from most any web browser or VLC player). Uninstalling VLC and reinstalling VLC 2.2.2 returned the Control Panel like normal but it's wanting to update to 3.0.6....again. I'd be interested in the outcome of this thread. As of now I resorted back to what's been working. Thanks, Jack

I too had to go back to 2.2.2, until this is fixed. 3.0.6 is unusable.
