Logs in Win10 not showing. Issues with network streaming

Excuse if I'm being a muppet or if I seem annoyed. It's 00:30 and I'm trying to simply test my home CCTV camera to see if the issue I'm having with BlueIris is on their side or on the cameras side.
That 'simple' test has so far taken up 2 hours of my evening and has put in my a rather annoyed mood.

As above, I'm trying to simply open a network stream from my Foscam R2. It support both http and rstp network streaming.
I have tried

rstp://<username>:<password>@192.168.0.240:88/videoMain

All to no avail. I've done this before in VLAN with this very camera, I know it should work. However, each time it simple comes up with
Your input can't be opened:
VLC is unable to open the MRL 'rstp://<username>:<password>@192.168.0.240:88/videoMain'. Check the log for details.

Can I find the logs? No.
Gone into settings, told it to log warnings and below
Told it where to save them (Documents)
Does anything appear? Nope

I'm at my wits end trying to get this working.
Any ideas?

EDIT: All of the above was done running as Admin as well.

Not an answer, sorry. Just a "me too". I can not find the location of the log file in Windows 10. I found a cryptic suggestion to search for "vlc-log.txt" but that didn't turn up anything. I'd love a bit more explanation.
