3.x can't play wallpaper mode on NUC

VLC 3.x can't play videos in wallpaper mode across multiple displays on Intel NUC based machines (Intel HD integrated graphics). This goes for multiple generations of the hardware (tested on both the old Celeron and the latest i5 and i7 based devices).
VLX 2.x can do this just fine.
3.x only shows the video on one of the screens.
