With a previous version of the VLC GUI on XP, the following was successfully used for streaming music :

Server
Media | Stream... | Add | browse to playlist(s) & select | Open | Stream | Next
Display list with down arrow | select RT/MPEG | Add
Address: 239.255.0.1
Base port: 5004
Stream name: Music
Stream | Active Transcoding: untick | Next | Stream

Client
Playlist | Local Network | Network streams (SAP)

A year or so after frequently using the above, VLC 3.0.4 was installed on server and client (still XP).
Now, the server seems to be streaming as before, but the client is not finding the SAP address.

Please open Tools -> Messages (set Verbosity to 2) before you start the streaming, and then paste the full resulting log here or on Pastebin.com if it's too long.

The log on the client displays about 16 identical lines of:
main error: Cannot resolve ff01::2:7ffe port 9875 : No such host is known.

So IPv6 won't work on your system. That is not a problem since your service is on IPv4.

From what I have read VLC 3.0.4 still supports ipv4. You seem to agree.
But the client does not read the SAP announce name(s). Thus a problem.
Possibly related to VLC preferences. Can stream using RTSP, but the client
stops after the end of every `play' and needs a manual re-start for the next item.
Multicast is far easier to start and easier to connect (using SAP) when there are multiple
clients.
