Problems capturing video clip

Folks:
Running the current version of VLC on Win10.
This is almost certainly a stupid question - I'm very ignorant of VLC and most video topics. I've looked through the wiki and the "how-to" and am not finding an answer to my question.
I'm trying to capture a 2 minute clip from this 3 hour video: https://mohouse.granicus.com/MediaPlaye ... lip_id=742. I need to put it up on my website. All the content is public domain.
I can play the section I need here: https://mohouse.granicus.com/MediaPlaye ... =0&embed=1 but I hate to just embed that link on my page. I worry about whether the whole video needs to load before the small section I need will play, and I don't like including content linked from outside of my site. I just want to grab the short clip I need and host it myself.
I tried "open network stream" and gave it the address but it doesn't seem to do anything.
Anybody willing to help out a clueless noob?
