- Tools -> Settings
- Select "All" (in the lower left corner)
- Input / codecs ->Video Codecs -> FFmpeg
- Set "Threads" to 1

Help. This workaround did not fix my issue using vlc 3.0.3 playing a 10bit hevc video.As a workaround, could you try to go to:

- Set "Threads" to 1
