Video playback is laggy and stutters

I'm trying to play some video I recorded with OBS and it lags and stutters.
After tons of testing thinking it was either my PC or OBS I've determined it's the video players because I've tried a few and they all react differently and the lag and stutters aren't in the same places. When I use 5KPlayer it's ALMOST flawless. I'd really just like to use VLC though and am confident there's a way to do so.
I made sure my VLC is 64-bit and that it is up-to-date.
I can watch 1440p YouTube videos no problem.
The only issue I can think of is that my monitor and recordings are 1440p and I've seen online that playing WQHD video can be problematic with adjustments to settings and such.
My specs:
i7 8700
16 GB
1080 Ti OC
Any help would be greatly appreciated.

I enabled logging. Opened VLC by clicking on my video and here are the results.

Just an update.
I posted the video to YouTube and it plays flawlessly in 1440p, but the VLC player still can't do it without stutter/lag.
I played it over a few times and it lags and stutters at different times so it's 100% not the video.

Please enable logging before playing the video and post all the logs messages

Yes, I enabled logging and then I played the video after doing so. And that's what came up.
I just played the video 3 times and that's all it gives me unless I did it wrong.
I went into Tools>Preferences>Show all settings>Logger and select log to file and make a file right?

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the
full resulting log here or on

I went back to 2.2.3 and the issue is very minor now.
Does anyone have any idea what the issue could be?
I thought I was missing codecs because it's a new computer with a fresh windows install but I was told that VLC uses it's own codecs so I don't need to worry about it.

De-selecting;
Preferences/Input codecs/Video Codecs/videotoolbox/Use Hardware decoders only
works well for me on Macosx 10.11.6, MacBook Pro (15-inch, Mid 2009), 3.06 GHz Intel Core 2 Duo, VLC Version 3.0.3 Vetinari (Intel 64bit). FYI. Thank you.
