Full screen not taking up the entire screen

I'm having a problem with VLC v3.0.3 as well as previous versions where when I try to expand to full screen, the video only takes up about 3/4 of the screen. I've included an image of what I'm talking about here https://imgur.com/a/8TC8fw0.
I can stretch VLC while in windowed mode to cover the whole screen, but the menus and the like are still visible. The actual Full Screen mode is what is messing up. It's like it thinks my monitor is smaller than it really is, so I can see the stuff underneath and beside it while in "full screen". I've tried uninstalling, reinstalling, running older versions, using different skins, non skinned, etc. It does this will all of them. I'm not sure if there's something in Settings I can mess with to fix it. Any ideas?
