howto save .m3u link to taskbar?

Hello: w10p. VLC 3.0.3. How can I pin the exact file (a .m3u) to the taskbar? VLC app opens on click, but does not default to the .m3u, which is a streams playlist. I can R mouse click, but somehow, before an R & R (on w10), the simple click on shortcut on taskbar went directly to the .m3u playlist. Thanks.
