Duration of video shows, but no video, or audio

In VLC, the file will 'play', it will show the time elapsed and the total length of the video, which is the right length, but it would be a black screen and no audio. Not sure what's going on, it's an mp4 format. I'm having problems with all other players as well and video editing software, it either won't open it and give an error message, or it will load the file, but no frames will show and I can't edit anything.
I've seen a pretty large number of ways to try to fix the problem. I just don't know which one is the right one. So I would rather know exactly what's going on, than just trying 100 different fixes and get no where.

What I want to do is get the file to work with VLC and with my other applications, so I can edit it.

I did let the file run in VLC for a short time to make a log of what's going on.

Are you using VLC 3.0 ?

I thought it updated. It's 3.0.3.
I checked for a new update just now and it says I have the latest one.
