Hotkeys set on Global doesn't work for Numpad on VLC 3.0.2

Steps to reproduce:
1. Set Global Hotkey for Long forward jump to Numpad 6.
2. Reopen video and press Numpad 6 with Numlock enabled and it won't work.

The global hotkey will only work by pressing 6 on the number row.

Numlock is not taken into account in VLC for now.
