MPEG2 causes artifacts

I have problems playing MPEG2 files in v3.0.1 (i don't remember if the problem was there in previous versions also).
The problem is that from time to time I see some really bad blocking artifacts all over the screen.

It's interesting that if I remux the MPEG2 stream to from .mpg container to .mkv container the problem goes away, VLC plays the file perfectly, so the problem is not in the stream itself, just the container.

Here is a 8 seconds sample that reproduces the problem at 0:04:

Please try with 3.0.2 from nightly build, and try with hardware decoding disabled.

Hello, I've tried vlc-3.0.2-20180408-0549 and the problem is still there, even with hardware decoding disabled.

Interestingly, i've also tried v 2.2.8 and it works fine.

Both versions were 64b builds.
