VLC 3.0.0 H.265 Stuttering

At first I thought it may have been the files but I installed Pot Player and it's fine.
So I guess there's an issue with VLC and H.265 right now.

Also, last version 2.2.8 failed to detect the update, even when manually checking via the help menu.
Although this could be a problem at my end, uTorrent is doing the same thing at the moment.

To help you, we need messages, to completely understand what your problems is.
To fix this, please be sure before you start the playback to:
  1. Open: Tools -> Messages.
  2. Set Verbosity to 2
  3. Start playback to reproduce your issue
  4. Save text in a file or copy into clipboard
  5. Then paste the full resulting log here between [​code]and[​/code] (or use Pastebin.com if it's too long)
Also don't forget to name your Operating System and provide the VLC media player version.

Set VLC to use DXVA3 aka D3D11:
Tools -> Preferences -> Video
Output = D3D11

Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration

Then save, exit and restart VLC.

Running Windows 10 x64 Home FCU (1709)
VLC 64bit 3.0.0

Basic PC specs:
5930K
1080 Ti nvidia driver version: 391.01-desktop-win10-64bit-international-whql
16GB RAM
1TB SATA SSD

This is from about 10 seconds of playback and it just keeps going through the entire video.

Thanks for the tip but it didn't work, same stuttering and debug messages.

Hello i found this problem too. I solved it by set File Caching to > 250 ms and it will play h.265 smoothly.

The minimum should have been 300ms.
Please stop setting random values.
