VLC 3.0.0 - Volume not retained

No matter what I do in the options, volume ALWAYS returns to 100% each time VLC is opened.
This is a possible conflict between settings. In basic mode, the slider for fixed volume at start is greyed out, but set to 100%. It dosen't look like it is active, but it's also not able to be activated or deactivated.
On the other hand, in advanced I explicitly set it to remember previous audio.
Either a setting is not being honored or a setting is not working properly.

You need to select a compatible output first. That is why it is greyed out.

This was never an issue in previous versions and does not address the retention issue in all cases. This feature previously worked completely transparently and without the need for the user to perform any level of technical intervention.

Yeah, I also didn't know why these stopped working after updating to v3.
I had to create threads and tickets to understand what was going on.
In the end, I disabled "passthrough" and selected "Directx audio".
My "Stereo output" was Dolby, though (I set it back to Stereo).

Well, some users want passthrough enabled automatically, because that is often the only way to get surround working. And some users want it disabled because that keeps volume and filters working.
We cannot please everybody. VLC just defaults to what the OS picks.

But passthrough isn't set to "Auto", it's set to a default as "Enabled"..
Also, in my case that option only "worked" for the surround, meaning that all 2ch were low and that 6ch were instead at max volume..
Are you sure that such situation is correct?

And what exactly would you conceive as a difference between Auto and Enabled, naming aside?

That wasn't the main point of my post, the second part is more important.
Anyway, for the option I was thinking about the method you used elsewhere:
- Auto=VLC sets it automatically to what the OS picks (as you said).
- Enabled\Disabled= lets the user decide.
Btw, I don't understand why passthrough is mandatory for some people to get surround.. what kind of audio system do they have?
Also, isn't it better to pass both surround and stereo for them? (otherwise one will be fixed at max and the other one will be variable)
