VLSub 0.9 on VLC 3.0 crashes player/doesn't work

i'm using W10 32bit. since vlc 3.0 the VLSub plugin doesn't work at all. no matter how many times i click it or wait some time, it won't respond at all. no window appears, no error message, nothing.
it won't open when playing MP4 files, it will only open when i play a MKV, but then it will become unresponsive, crash and then crash the entire player.
i tried deleting the vlc folder in the Roaming so it can recreate a new one, but it still fails to work correctly.
however if i let it create a new folder in the Roaming, then the VLSub will open a CMD window instantaneously and then it'll be gone. in a few words, vlsub doesn't work.

is this issue related to the old version of VLSub? here https://github.com/exebetche/vlsub it seems that v0.9 is from 2013, while the latest is 0.10.2 dated 20-01-2017.
