1920x1080 Videos Jerky, Play OK with Dashcam Viewer

Title says it all. I'm viewing videos taken with a VIOFO A199 dashcam. VLC will play 1280x720 at 30 and 60 fps nicely, but plays 1920x1080x60 fps with lots of stops and starts. Dashcam Viewer plays 1920x1080x60 fps smoothly. Perhaps something in my system is not right? I'm using a Windows 10 computer with an Intel i7 CPU, an Intel HD 530 graphics card and with 12GB memory. Anybody have any suggestions?

More info...
This problem comes and goes. The files either play smoothly or they are jerky. The files play smoothly using Cyberlink Power Media 14 or Windows Media Player (both came with Win10) and so far, VLC plays them smoothly on a Win7 laptop.

Try with VLC 3.0.0 nightly build.

Set it to use DXVA3 aka D3D11:
Tools -> Preferences -> Video
Output = D3D11

Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration

Then save, exit and restart VLC.

If you have an older hardware set it to use DXVA2:
Tools -> Preferences -> Video
Output = Automatic

Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0

Then save, exit and restart VLC.

I'm afraid all I'm able to do is download version 2.2.6. I don't see anything referencing the nightly builds. Can you please point me in the right direction for version 3.0?

I already did at the very beginning of my post.
Read it slowly and carefully again.

Version 3 seems to help but I still get slight jerkiness using VideoLAN. With the aforementioned video players the video is perfectly smooth.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.

Also please upload a short sample of a problematic file to either Zippyshare.com (200 MB max) or to EmbedUpload.com, the latter will upload the file for you to several other hosts (use the default ones) and then post the link to the file here.

If needed cut it with DGsplit and read here about how to do it:
viewtopic.php?f=14&t=57724&p=193335#p193335
50 MB max should be enough.
