Toolbar "On top" does not work

Hi

I wonder if someone can help.

The toolbar "On top" does not work. I've updated to the last version and still the same.
When I go into preferences and select "toolbar on top", it shows in the pre-image what it's supposed to do, but does not honour it.
I close the preferences, even restart the program, but the toolbar remains on the bottom.

Am I doing something wrong, or is this a bug in VLC?

I'm using 64bit version on Windows 7 Pro 64bit

Maybe let me try again ... this is the problem ...
With the VLC toolbar on the bottom, I keep finding it interfering with Windows toolbar when I'm trying to navigate. Thus I want it on top of the video.
In the "Customize interface" undet "Tools", it gives us this option to select (see screenshot), BUT it does NOT implement it when I close the Customize Interface window. It remains unchanged.
Is there a way to make this happen? Is this a bug in VLC? Can I somehow get the VLC toolbar to be on top of the video?

Apparently, there was a bug filed on it, but not fixed.

There is a work-around on the bottom to make the setting work. Haven't tested it.

Yay ... works ... well kind of ...
Doesn't work in fullscreen mode, there toolbar remains on the bottom.
Why on earth does the dev's do something about this? :(
