I am having a 4k version of Pacific Rim and it is playing fine and smooth on Media Player Classic but VLC is very lagging and stuttering.
What gives? I tried google and did lot of changes still no use.

Try with VLC 3.0.0 nightly build.
Set it to use DXVA3 aka D3D11:
Tools -> Preferences -> Video
Output = D3D11
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration
Then save, exit and restart VLC.
If you have an older hardware set it to use DXVA2:
Tools -> Preferences -> Video
Output = Automatic
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0
Then save, exit and restart VLC.
Both options require Windows Vista or newer.
