Hi there
I am a newbie of VLC.
The below is a Gif image created with Screentogif.

I would like to adjust the speed using VLC media player,

The file was not caught by VLC.Please show me how to deal with it

The graphics you posted don't seem to have anything to do with VLC speed. I hope this isn't a vector for malware.
Adjusting speed with UI: Plaback > Speed > click a choice
Adjusting speed using a keyboard: Faster use the keypad '+' key, slower use either the keypad '-' or the numbers row '-', back to normal use numbers row '='
--there may be more ways to do this, look under Tools > preferences > hotkeys

Is GIF file not a file extension that can be edited by VLC media player?

I'm just an end user with some experience, not a programmer. Just replying this time to let you know what I found when I tried to open a few things.
1.) One of your URLs with 'Advanced Open' - Nothing happened, simply appeared as a playlist entry. Double clicking and pressing play button had no effect.
2.) Known good local JPG dragged and dropped to VLC, success, accurate display, it had a ten second progress bar.
3.) Known good static GIF dragged and dropped as above, black display in approximate dimensions, ten second progress bar.
4.) Known good active GIF dragged and dropped as above, black display, appx dimensions, ten seconds.
I encourage you to check the documentation to find out about VLC and GIF media type.
