Multicast UDP Streaming on windows

I have 2.2.6 running on both mac and windows 7. I have an mp4 file that streams fine on mac os, but on windows 7 no packets egress the laptop. I have disabled firewall settings, added a route for the multicast address, still no packets. Question: The interface for streaming on mac for 2.2.6 is much better and allows for more options than the interface for streaming (wizard) on windows 7, is there a build for windows that has the same interface as mac os?

Here is the command line for mac that works: :sout=#transcode{vcodec=h264,vb=1024}:standard{mux=ts,dst=239.255.0.1:11841,access=udp}
