VLC controls acting very strangely

An example of what will happen:
-I try to click on the timeline.... doesn't work at all.
-I maximize and restore... timeline works now, but no matter where i click on the application it moves the timeline and does nothing else.
-I try to change the volume by clicking just does nothing or moves the timeline at this point
-maximize, restore
-I can change the volume now, but no matter where I click all it does is move the volume
-maximize restore
-Click on playlist to change song. It works. But now I want to move on the timeline.... no matter where i click it messes with the playlist section
-maximize restore... now i can click to move the timeline.

I think that sums it up pretty well. Does anyone know what the deal is with this? I can't seem to find anyone else having the same problem. I already uninstalled and reinstalled VLC and it's exactly the same. Any tips would be much appreciated.

Isn't that redundant since I reinstalled? I did it anyway trying each of the three methods and the problem is the same.

Is the correct place to be asking this question? I would think so, but maybe there is a more active community somewhere?

Do you have a Wacom tablet or any other extra hardware ?

No, the preferences are usually saved between re installations.

If i remember correctly during the uninstall process it asks if you want to delete them.

More info needed:
What is your OS ?
What is your VLC version ?
What is your hardware ? Every hardware.
Does it happen with any type of file ?

Literally the same issue, which is very stressful because I watch videos to sleep and it's 4:49am and I am losing time and I'm tired.

I do not have a wacom tablet, not even a driver installed.
I have reinstalled VLC multiple times, even older versions.
I have reset preferences.
I have not installed anything (other than VLC) in the last week, and I used the program smoothly last night.
Windows 8.1
GTX 1050Ti
other stuff that's high end.

The Internet says this issue has been around since at least 2011, so why is it still happening, and why is right now the first time I'm dealing with it?

I've awoken with a new idea, what if I save all my work, and reboot my computer?
15 minutes later, it works!
Though that is 15 minutes of my time that shouldn't have been taken and I really hope a fix is made soon.
