CPU jumps to 100% on certain videos

Most videos work fine, but, the odd one cause the CPU to jump to 100% - and stick there...along with slightly jumpy playback (audio is fine).

The latest one is as follows :

File type : FLV File
Length : 45 Minutes
Size : 836 MB

Would reducing the playback quality make it play smoothly? If so, how do I do this?

If not, what do I need to do to get smooth playback?

Windows 7 Home Premium / 2MB RAM
Processor : AMD Sempron Processor 3200+ / 1.80 GHZ

I also have this problem since I installed the Windows 10 creator update. On some high resolution videos the processor jumps to 100% and the cooling fan starts to run at full speed.

My guess is, these certain videos are encoded in a way that doesn't have hardware acceleration support available in the video card (GPU) and are falling back to software (the CPU) for decoding.
