H.265 (HEVC) only plays about 2 frames of video, then freezes while the audio continues to play

I have been trying to get VLC player to get VLC player to play H.265 video captured by my smartphone. The video plays back smoothly in video editors, but when opened using VLC player, it plays the first 1-2 frames, then the video stops displaying new frames, while the audio continues to play.
I am currently running VLC 2.2.4
I am using windows 7 x64 ultimate
CPU: Core i7 6700k @4.8GHz
RAM: 16GB DDR4 3200
GPU: GTX 970
The video was copied to an SSD (Samsung 850 pro) before attempting to play it.
The video is recorded at a variable bit rate ranging from 40-50Mbps
Are there any settings that need to be changed in order to play it back properly?
