How can I get VLC to play a Blu-ray ISO file? I load it and just see the cone icon.

You can't play DVD/Blu-Ray iso files direct from vlc.
You have to mount the iso
There are several utilities for windows available, pls. see e.g.

I am using HaoZip_v5.5.1.10498(x86-x64) - one of the options of haozip is "mount a disc image", then use the virtual mount point in "open media"

If you are using Win10 you can mount the ISO straight from Explorer and then play with VLC.
However if you had earlier associated the file with VLC and cannot disassociate anymore. Win10 will not pop out the mount ISO function.
To fix this, Right click the ISO file, select "Open with" and choose Windows Explorer.
You have changed the file association from VLC to Windows Explorer.
Click to open with Windows Explorer and it will show you all the folders in the ISO file.
Open BDMV/STREAM folder and drag the .m2ts file to VLC and it will play.
You will also see that the "Mount" function has reappeared in your right click menu after this step.
