Trouble with HEVC 10 bit LE file on Windows 10

I'm using VLC 2.2.4 on Windows 10 and I cannot get the video of a 10-bit HEVC 4K file to render. I can hear audio, but no video. If I scan through the file, I can see garbled/macroblocked video for 1 second then it freezes. Any ideas? I think it has to do with the 10-bit LE setting because I can play non 10-bit LE 4K HEVC files OK.

Codec info from VLC for non-working file:

HEVC 10bits is very hard to decode. What is your GPU?

Nvidia Quadro M3000M. Had to use a work around to even get the GPU to run VLC because it won't by default. I had to rename the exe to VLC-test.exe to allow the GPU to run VLC. Still didn't work. Any ideas?

anybody have any answers? Have tried this with a brand new macbook pro and a beefed up windows machine and doesn't work with either.
