[BUG VLC 2.2.4] Hardware-Accelerated decoding doesn't work

Hardware-Accelerated decoding doesn't work in VLC 2.2.4 (32-bit):
- Automatic setting has no effect :oops:
- DXVA 2.0 setting makes VLC to crash :cry: (and crash-dump submission doesn't work due FTP error)
