Error when specifying stream in Windows shortcut

Hi,

VLC v2.2.2.0 64-bit on Windows 10 Pro 64-bit

If a stream is specified within VLC via Media > Open Network Stream, it works fine.

If it is specified on the command line of a Windows shortcut, it fails with an error message referring to the incorrect (32-bit version!) path:

Well,I suppose it is correct in saying that the path "C:\Program Files (x86)\VideoLAN\VLC\vlc.exe" does not exist, but that is hardly the point ...

Stream used for testing: http://carnyxlive.co.uk:1935/live/abern ... ylist.m3u8
Windows shortcut Target: "C:\Program Files\VideoLAN\VLC\vlc.exe" "http://carnyxlive.co.uk:1935/live/abern ... ylist.m3u8"

A year ago this method worked fine with 32-bit VLC on Windows 7 64-bit.

Is this a bug, or am I doing something wrong?
How should I report this bug to Videolan?

You should create a new ticket on the VLC Trac with:

The full messages log: open Tools -> Messages (set Verbosity to 2) before you start the playback, use Pastebin.com if it's too long

This is a bit weird, tbh.
